This smacks to me of one of those very grey areas. The behaviour is/was hugely inappropriate and I don't wonder there was a feel of some kind of sexual assault, but I don't know if that's actually the case here (although that bit about a groin injury is worrying!) But this seems very different from an actual sexual assault with intent. I'm all for the law making sure that everyone's safe, but putting this guy up against the same sentence as a real abuser almost makes a mockery of the law itself. There's no indication of the level the women felt threatened, no suggestion of any underage perversion. He's a bit of a sad man from what I can tell from this. And I'm sure if he goes online he'll find all manner of people willing to be paid to give him a piggy back! Have to go - the CIA are on to me again!

This poor man is to be pitted for he has not developed properly into adolescents. He needs help of a physiological nature. He is not to be blamed any more than those who suffer from any other form of illness. He needs help as soon as possible. He would be wise to discuss the problem with a doctor.
